I f you come from the country which requires the Single Entry Visa, you have to bring the VAL to the nearest Malaysian Embassy in order to get the Single Entry Visa. After that you can go to Malaysia.
If you come from the country which doesn’t require the Single Entry Visa then you can go to Malaysia and bring the VAL when you arrive there. -

Congratulations on the approval of your VAL application. Kindly note that applicants from Iraq do not require a Single Entry Visa (SEV) to enter Malaysia. As such, you can proceed to arrange for your travel to Malaysia.

Dear Mohamed,
Please take note that in order for us to process your student visa, we require submission of your original passport. Kindly liaise with your institution on this as we only accept the passport from your institution.

You need to apply SEV in your home country before you fly to malaysia. Usually your institution will give you information about the actual date you have to come to malaysia after you recieved VAL. But make sure you apply SEV first
I think you can go to Malaysian Consulate in your home country
