I wanted to ask if the val will be issued for students outside malaysia at 1st of august

  Hi Mazen,
  
  The Immigration Department will resume the process of issuing VALs on the 1st of August. It doesn’t mean the VALs will be approved on the 1st of August. The approval to issue the VALs is solely at the discretion of the Immigration Department.
