If your friend already got terminated and the visa expired, then he is required to refer to the institution directly. Since he has an active application that is in progress, he will need to refer to the new institution for further assistance. Hi,
If your friend is a new student, he is required to wait until the Immigration Department issues the VAL. At present, international students are not allowed entry into Malaysia until further notice. The application status will be updated once the Immigration Department confirms the VAL issuance for new international students.
