Is there anyone whose changed their course and their CGPA was low and got VAL for the new course ?

  Yes.here i am..but your val can be rejected once again if you are from Bangladesh,India or Pakistan because Malaysia give limited student visas for thoses countries..i was not in those countries so i got my VAL once again

    Yeah if your certificates are good you can get VAL i have my friend from India who who got Val with Low Cgpa so Dont worry
