I am going to apply for SEV on https://www.windowmalaysia.my .
You are not supposed to goto Embassy as they will not entertain your application. Also check out if your val is eligible for evisa.

The Student Pass endorsement process takes 14 working days. However, the approval is solely at the discretion of the Immigration Department. We will notify your institution once the passport is ready for collection.
