I feel sorry for your loss of the passport. First of all contact your university to amend your offer by changing the passport details. This is once you get a new passport. Then apply for the val.
To get an expedient answer from emgs I suggest you call them by phone. Good luck to you.

We understand your predicament. Once you have obtained your new passport, kindly request your institution to re-issue you with a new offer letter with your new passport details. You or your institution can then proceed to create your application.
