As we have mentioned before, applicants from Russia are required to obtain the SEV prior to their entry into Malaysia. The requirements for Social Visit are not the same as the requirements for Student Pass applications. Kindly confirm where on the link you provided it states that Russia does not require SEV. As per check on the link, Russia is listed on the countries which require a visa for stays exceeding 1 month.

Your VAL was also issued by the Immigration Department with the SEV page. As such, you are required to proceed to the Malaysian Embassy in Moscow to apply for the SEV.
