Hi Hossain,
Kindly note that the Immigration Department is currently not issuing VALs for students who are outside Malaysia. Your VAL issuance will be processed once the Immigration Department resumes the process of issuing VALs. The approval to issue the VAL is solely at the discretion of the Immigration Department.
