I think you need to track your application on the website “https://visa.educationmalaysia.gov.my/emgs/application/searchForm/“ so you submit your passport number and your country then you check the checklist and there will be the download button of your VAL

The eVAL can be downloaded on your PC via the EMGS application tracker: https://visa.educationmalaysia.gov.my/emgs/application/searchForm/
You are required to key-in your Passport number and select your nationality in order to retrieve your application record.
