No need to new offer letter
Feb 2019 letter will solve ur problem -
No need to ask your university about new offer letter, you can proceed with that

U just have to uploaded ur deferment and offer letter when applying for the VAL, my intake was for Jan2019 I also deferred to September2019

Dear EMGS officer, I was supposed to come to UTM for PhD in February 2019 & applied for VAL in November as well. However, due to my family problems I refused to come & sent an application to UTM to cancel my studentship & to EMGS to cancel my E-val which was approved on 28.11.2018. Your university is in the best position to answer your question about deferment of admission….mind you your eval is valid for only six months I think

Dear sir,
My VAL is approved in November for doing PhD. However, due to my family problem I can’t go to that university & I have to switch university. Therefore, I requested EMGS as well as university to cancel VAL. EMGS already got the notification from university. But still VAL is not cancelled. I planning to come in September. 1. Yes I think so you can’t use it
2. I think no, even when the first one became invalid

Bear in your mind that the VAL vaild until 6 months so if you don’t change your university then you still can use it up to 6 months.
Anyway also as I advised you sent an email to EMGS to let them know, Hopefully they can cancel it before it approved if it possible which I’m not quite sure about.

2. After 6 months can I apply for VAL with IIUM offer letter without making any cancellation?
3. For the new VAL for IIUM, will i need to pay charges to EMGS?Thanks again for your valuable advice.

I advice you to contact EMGS directly via email as soon as possible before they submit it to immigration department, if they did then you can’t cancel the VAL until it getting approved

Thanks for information. Oh no. Yesterday EMGS sent it to immigration department. After getting VAL can I cancel it? My university is UTM. Now I changed my mind. I will go to IIUM. What should I do?

Hi Fazlul,
Please be informed that at present, the Immigration Department is allowing students to renew their student pass if their pass expired from the 01st of February 2020 onwards. However, we are unable to advise on the procedures for March 2021. You would have to liaise back with us to check on the latest procedures.
