I think it simply means that the office which deals with the documents scrutinization and provision of evisa have set up there office in Saudi Arabia. No matter from which you apply for it. For example my brother applied for Canadian visa online and his application was processed at the high commission office in Dubai.

I am from India and already got eSEV. It is cheaper and faster comparatively. Here is what you should do. Sign up on windowmalaysia and select student sev. It will show you the series of eval eligible for eSEV. If you are eligible then go ahead and fill rest of it. If you are not then you will need to goto embassy.

If yes, the eVal under normal circumstances take 14 working days to be approved – 7 workings days from the date of submission to the immigration Department of Malaysia by EMGS.

You can check your photo with online checker in emgs website, just search on Google emgs online photo checker. It will give notice software your photo if something going wrong or not acceptable according to emgs rules. Hope this can help you. -
