The VAL amendment can only be done through the institution. You can only request to obtain the SEV in another country which is not your home country if:
1. There is no Malaysian Embassy in your home country

Can I get my SEV ( single entry visa) in any nearby country except the written one on the VAL.
I’m Nigerian by Nationality, but i choose nearest country which is Ghana due to my residency in ivory coast, but they refuse to issue visa for me, that I should go to Guinea 🇬🇳 for the visa, because guinea represent Ivorian Nationality and resident.

Its not worth wasting your time and effort, just go to your own country’s Malaysian embassy.

You are required to obtain the SEV from the Malaysian Embassy in the country which is listed on the VAL. If you would like to obtain the VAL in a different country, you are required to liaise with your institution to submit a VAL amendment request. Hi Ismailjamiu,
New international students are currently not allowed entry into Malaysia until further notice. The decision to issue the VALs is solely at the discretion of the Immigration Department.
