However there are some rumors about Malaysia reopening its borders by 1st of March, which means no need to quarantine after that. It’s not confirmed yet, so you have to wait and see.

But you have to wait for your TA to be able to travel.

If it is at 35% and yellow, you are required to submit your accommodation address.
If it’s green basically you have to wait until your visa is at 70% to get your eVAL and TA, then you can travel to Malaysia if you don’t need a SEV.
