Dear EMGS officer, will the process of VAL issuance For new students starts from 1st of August? How much time will it take to issuance of VAL? Thank you.
Nope! According to the latest published SOP, new students applications are on hold until further notice! (Sudden change)

As per the revised circular from The Immigration Department of Malaysia, entry for all New International Students is on hold until further notice. Rest assured, we will advise further once we receive an update on this matter.
