Yes, you are required to apply for new a VAL under the new institution. However, the approval is solely at the discretion of the Immigration Department.

The Student Pass endorsement process takes 14 working days. However, the approval is solely at the discretion of the Immigration Department.

After you go to your university, you will be asked to give them your passport for the visa sticker. It will stay with then until the process ends in around 14 working days.
