As per my knowledge, you can bring ur dependents with u when u come firstly. But, make sure, first to have sticker via for them from embassy in your country, not E.visa. second, you should submit all ur dependents’ documents before the two weeks to end their Visa. If u need further details on me

The Student Pass endorsement process takes 14 working days. However, the approval is solely at the discretion of the Immigration Department.
