I have 14 days left in my visa, special pass, and I am waiting for VAL, what if my visa expires during the process of getting VAL, 11 days passed and it’s still 15%?

If the Special Pass expires during the application process, you are required to refer to your institution directly to check if you are required to apply for another Special Pass.
