You can travel at 70% not 100%. You’ll receive val at70% in a couple of days then obtain a SEV then arrive in Malaysia to complete the process.

Right now it depends only on the immigration office, it has nothing to do with the institution. UTM are usually very quick, responsive and cooperative. Mine went from 35% to 60% in 3 working days by the way and I am applying for UTM.
