We are unable to confirm when foreigners will be allowed entry into Malaysia, as the decision is solely at the discretion of the Malaysian Government.

You will have to fill up the re-apply application form from the institution, since you are progressing from foundation to degree. And yes you will need to pay the visa fee again.

Me too, I got the info from the univ that they will extend our eval for free, but they are waiting for the emgs/immigration to start processing visa
