That is so weird. Anyways, you need to take the medical test at a panel clinic. The post arrival medical test is an important document and your Visa will never be processed of the document is missing. After you get the medical results, you must submit a copy of the results along with your passport at the international student unit.

Kindly note that the international students have to enter Malaysia with a valid VAL and SEV if required. The medical screening must be completed within seven (7) working days of entering Malaysia. Kindly refer to the institution for further clarification regarding this matter.
