Is VAL addressed to a certain country or embassy? After I receive val can i obtain SEV from any country with a Malaysian embassy. Like if I am traveling to another country as for tourism or such, could I obtain SEV from Malaysian embassy in that country once I receive VAL?

  VAL is addressed to the specific Malaysian Embassy where you will the SEV. You need to tell your uni where you’re going to be for VAL and SEV. Unless I’m mistaken, they need to specify the location when applying for the VAL
