Abdo, if changing from one university to other uni, is it compulsory to leave Malaysia and than apply for new visa? Or you can stay inside Malaysia and apply for new university visa ?

Hi Abdo,
Since international students are currently not allowed entry into Malaysia, the Immigration Department will most likely put the issuance of VALs on hold. The approval to issue VALs is solely at the discretion of the Immigration Department.

The amendment can only be done if the application is yet to be supported. The approval to amend is solely at the discretion of EMGS.

Hi Abdo,
The decision to issue the VALs is solely at the discretion of the Immigration Department. VAL applications will be processed further once the Immigration Department resumes the process of issuing VALs.
