However, the approval is solely at the discretion of the Immigration Department. We will notify your institution once the passport is ready for collection.

you means that I can submit the passport when it’s 50% on EMGS system? But why the city university refused to receive my passport and told me the EMGS will reject the submission due to so eatly submition date, they told me the EMGS requir submission one month before the expiry date of student pass.
