Dear EMGS Support Team,

I am writing to request official guidance regarding changing my host institution in Malaysia prior to arrival.

I previously applied for a Student Visa to study at Universiti Teknologi Malaysia (UTM). My visa application status with UTM reached 80%, and an Electronic Visa Approval Letter (eVAL) was issued. However, I have recently been accepted into Universiti Sains Malaysia (USM) and have received their Full Offer Letter. I intend to enroll at USM instead.

Could you kindly clarify the following procedures?

Change of Institution Process: What are the exact steps required to transfer my visa application from UTM to USM? Does this transition need to be initiated through UTM (e.g., requesting a cancellation of the current eVAL/VAL or a Release Letter), or can USM apply directly on my behalf through EMGS/Immigration?

Medical Insurance Transfer or Refund: I previously paid for the medical insurance fee as part of my UTM application. Do I need to purchase a new insurance policy for the USM application, can the existing policy be transferred, or should I apply for a refund for the UTM insurance before re-applying?
