Did u reapply for a same program or was it your first applying for studies in malaysia?
It was my first time
For studying in Malaysia
I guess might have been an error with ur documents, u can try appealing.

We are sorry to hear about the rejection of your application. Please be informed that you are required to liaise with your institution in order to obtain the VAL rejection reason. Upon receipt of the reason your institution can submit an appeal for your VAL application. However no appeals will be accepted if the rejection is marked as “final” by the Immigration Department.
