If you’re talking about EVAL application through EMGs it all depends on the university you can ask them if they can apply on your behalf or if you have to apply for it yourself. Some universities especially private in malay help their student with EVAL application. Just confirm from your university

In the event, if you apply the application via EMGS website, there are three ways through which you can pay for your Visa application:
Pay through Institution
Telegraphic Transfer
Online Credit Card payment
If the application created by the Institution, you may refer to the Institution pertaining to the details of your payment information.
