For me it was two weeks. My university sends the passport directly to the state immigration department in Penang. If your university chooses to send it to emgs then to the immigration department then you need to add another week.
Just to follow up on this. If your special pass expires and you still have not got the sticker but need to go back to your country, send the flight details to your university and see if they can help expedite the process. But please do not use this route except in high emergencies.
