Dear Emgs,

Do I need to book my flight ticket first before I obtain letter of approval (Entry Permit) and Single Entry Visa (SEV) from the Malaysian Mission in my country?

Malaysia mission in my country said they have not receive any ANNOUNCEMENT yet from the immigration, about the entry of existing international students into Malaysia.
Please clarify this.

  Hi Rex,
  
  If you do not have the travel authorization, you are required to purchase the flight ticket first and apply for the travel authorization. Once the travel authorization has been issued, you may proceed to apply for the entry permit and SEV from the Malaysian Mission.
  
  We already released the bulletin stating that existing international students who are not from the 23 banned countries are eligible to return to Malaysia. Kindly liaise with the Malaysian Mission for further assistance.
