Hi Rashida,
The percentage indicates that your application is ready to be submitted to the Immigration Department for their approval. However, at present, new international students are not allowed entry into Malaysia. The status of your application will be updated once the Immigration Department confirms the VAL issuance process for new international students. Kindly note that the approval to issue the VAL is solely at the discretion of the Immigration Department.
