3.0 Who can apply to return to Malaysia?
1. New students whose Visa Approval Letter (eVAL) has been approved by the Immigration Department. This includes Mobility, Progression and Variation applications.
2. Existing student who has a valid student pass or a student pass that has expired from the 1st of February 2020 onwards.
@nisreen_1 Kindly note that the Immigration Department is currently not issuing VALs to new international students who are outside Malaysia. Once more, only students enrolled in Private and Public institutions are allowed to apply for the travel authorization. Students from Language Centrs are currently not allowed entry into Malaysia.

Please note that only students from Public and Private Higher Education Institutions will be allowed to enter Malaysia until further notice.
Do you mean that the new students in Language Centres can not enter M’asia ?

No mention about the students in Languages Courses
