Hi Baraa,
Kindly confirm if you completed your current course or if your institution is requesting you to apply for the VAL under the same course you are studying. We are unable to confirm which countries you can go to, as the approval to allow you entry into any country is solely at the discretion of the country’s respective authorities.

My university is requesting me to apply for VAL under the same course I am studying .
This is the email text that I received:
As per checking your already obtained student pass more than course duration of studies which is 4 years and 3 months under program Doctor of Philosophy (PHD) Management. Please note that Immigration Department of Malaysia being strictly not allowed for students who study more than course duration to apply for a visa under the renewal application.
If you request to extend your studies under the same program you are required to submit an application under REAPPLY process.
@baraa_2 Since your institution has requested you to apply for a new VAL, you are required to exit Malaysia and wait for the VAL to be issued whilst you are outside of the country. You can only return to Malaysia after obtaining the VAL. The approval to issue the VAL is solely at the discretion of the Immigration Department.
