However, kindly note that the Immigration Department is currently not issuing any visa approval letters (VAL) to international students who are outside of Malaysia. As such, the application will remain at 32% until the Immigration Department resumes the process of issuing VALs. The approval to issue the VAL is solely at the discretion of the Immigration Department.
