Hi Ayman,
1. The ISAC is set-up to help students who have any enquiries or require some sort of assistance. It is not compulsory to visit the ISAC.
2. Applicants from India are eligible to apply for the e-Visa. However, you are required to present both the e-Visa and your VAL at the point of entry. The approval to grant you entry is solely at the discretion of the Immigration Department. Kindly contact the e-Visa Team for further details.

Is it necessary to arrange the transport from my institution only or can I have my own method of travel to my residence?
@ayman_36 It is advisable that you check with the institution as representatives from your institution are required to be present upon your arrival in Malaysia.
