You are required to key-in your Passport number and select your nationality in order to retrieve your application record.
If you are from a country that requires a Single Entry Visa (SEV) to enter Malaysia you are required to proceed to the Malaysian Embassy in your home country and apply for the SEV upon receipt of the eVAL.
However, if you are from a country that does not require the SEV you can proceed to arrange for your travel to Malaysia.

Since the application is at 70% it means that your VAL was approved. The eVAL can be downloaded on your PC via the EMGS application tracker: https://visa.educationmalaysia.gov.my/emgs/application/searchForm/
