Yes if it’s expired you have to apply for new val through UTM please contact your university for further help as they will guide you properly
It’s not expired but I come to know one EVAL can b used to get only one SEV and to get again SEV, new eVAL required

Since you are unable to get the Student Pass before exiting Malaysia, you are required to apply for a new VAL. The processing fee is non-refundable. However, there are certain fees that can be refunded depending on the options selected in the application form. You are required to submit a new offer letter since your current one is backdated, and lists the former intake you were supposed to enroll in. Before submitting your new application, you are required to cancel your current VAL through your institution. Kindly liaise with your institution and request that they cancel the VAL. The approval to cancel the VAL is solely at the discretion of the Immigration Department.

@muhammad-ayub If you are applying for a new VAL you will need a new offer letter for the next intake. We are unable to accept backdated offer letters.
