My VAL is at 70%, can I apply for the visa? What is the next step?

  Apply for an SEV. When you receive the SEV, book a ticket to Malaysia and send a copy of the ticket to your academic counselor at least one week prior to your flight. Bring the SEV and VAL for immigration in Malaysia.
