It means your University selected the option to choose their own insurance policy and also to submit your passport to Immigration. So before EMGS gives them a supporting letter to Immigration, they need proof that you have Insurance policy that covers your study for the next year. Once your uni gives them the proof (the insurance cover letter), they’ll provide the supporting letter.
