Your passport is possibly still at your university malaysia immigration is closed now they can’t give you the visa now . Your university can only send the passport to the immigration once the immigration reopens . So in short your passport is still at your university ~

I don’t think so but if your visa has expired you can maybe request for a special pass or contact the immigration department and I think leave without being blacklisted
