I can think of three major reasons for MY immigration refusing VAL to a student.
(1) They feel that the student is not genuine student. Instead they wish to enter Malaysia to work etc.
(2) The immigration department finds the student a security risk to Malaysia based on the check run their border security force.
(3) Offer letter, academic documents and passport do not fall in line with each other.
(4) And the most common reason for VAL rejection: academic documents of student turn out to be unauthentic or fake.
Nonetheless, I believe students who have been rejected, have the right to know the grounds on which their VAL was rejected. In many cases, it could be poor documentation on the end of university and student that make an applicant looks dubious. With a reason of rejected cited to the student, they will know how to re-apply for VAL and what possible error to avoid in VAL submission.
