Can’t you apply for evisa?
The VAL says that I need to get in touch with the embassy and apply for SEV
Or you can mail the documents to the embassy. Try to contact any travel company or agents. They could help with that

Best if you call the embassy and ask for what documents they need. Last month I called the embassy in my country, got the detailed requirements and applied accordingly. Usually, they will need your passport, val or travel authorisation and payment. I don’t remember is they asked for my photo as well.
