Supporting I contacted university A to cancel and does. Thereafter, I reapply for university B e-VAL will EMGS consider my application for university B e-VAL? Because I do not want to lose both.

Let Uni B know that, u applied to another university and you are cancelling that application. Best to contact EMGS and sort this out.

I am not sure, but you can apply for one university at a time, if you change your university during the process of your application, you will get rejected. You need to close your application for Uni A, in order to process your application with Uni B. It is best you talk to an agent of your country or send an email or call EMGS
