why I have submitted my passport at upm international office in 10Dec but It was not submitted to the immigration office until December 30

Why I have submit all the forms of special pass 3 weeks ago and until today the progress is just 80%? When I could get my passport back? My passport number is E54088938

  Please be informed that your passport has been submitted to Immigration for student pass endorsement on the 30th of December 2019.
  
  Please be informed that the Student Pass endorsement process takes 14 working days. However, the approval is solely at the discretion of the Immigration Department.
