Contact your university. With 70% i arrived to Malaysia. After post Medical checkment they gave me 75%.

Check if it’s under 10% during this period they check whether all the documents are there or not.

If you sent your documents via e-mail there’s no need to send a courier they’ve changed the system of sending the documents via a courier.
I sent all my documents via e-mail and now my application is in PROCESS .-
