It’s a must to obtain the SEV at the country you choose to collect the SEV from but you can message the emgs about this issue b4 going to the Malaysia embassy in Nigeria

If your country requires a SEV, after downloading your val go to the nearest Malaysian embassy and get one .

Next level is when ur Val is ready to download and gets at 70%.
