Yes, they can. It is the discretion of Immigration to issue you a visa/pass. But I don’t think immigration will reject without any reason.

Immigration can reject your visa/pass. But they are very sensitive and responsible individuals. They can’t deny you a visa/pass without a genuine reason.
I have seen issue like this.

They can reject your pass if they are not convinced that the certificates submitted by you are genuine for example.
