32% indicates that your documents are ready to be submitted to the Immigration Department. However, the Immigration Department is not issuing VAL for students who are outside of Malaysia. Rest assured, we will notify institutions and students once there are updates on this matter.

Yes please we are PhD student of upm and our visa stuck on 32 since august

When is immigration department issuing VAl for new students?

Please note that we are yet to receive an instructions from the Immigration Department on when they will resume processing VAL for students who are outside of Malaysia.
