Your VAL should be done 100% and then you apply for the single entry visa by your E-val and then you can enter in Malaysia.

The VAL is approved only to 75%, take that and have SEV and go to MSIA later after medical chk up u will get 100% visa
You need to wait till it becomes 75% then you can you can download the eval and print it
When u download ur eval make SIngle entry visa then you can travel
