Alot same as me but I found out that I needed addiction documents today,offer letter so hopefully It should change for me for u,keep pressuring ur institution to asked EMGS what’s up or just call EMGS.

Before sending them the photo, check it on their website (upload it and they will tell you if accepted or not)
I went to the photographer, showed him all the requirements, and uploaded the pic for checking on their website while I was still in the photography shop

That requirement is very hard to get as a student. You need to visit there office and inquire about the certificate. Sorry that you have to pass through this hell.
