How much percentage does it requires in order for us to download our E-VAL? Does it have to be 100%?

  No. You will be able to download your eval within 3 days after it is approved from immigration department. I don’t remember the exact percentage but I do remember that the percentage will suddenly jump from 38% to more than 70% when your eval is approved.
