Since you are gonna do PhD, I’m sure you will be associated with some project. Funding from tat project will be sufficient to manage your expenses as well as tuition fee. Also, you can work outside provided that your passport should be endorsed with student visa along with work permit. You can work for 20hrs/week(maybe more than that).

Have you received the VAL?

Two weeks from 4th September. But before that you have to get the approval from graduate studies. Just send a formal mail requesting for late registration.

I guess it’s not possible.
